Rules to know (City of Jacksonville)
Off-leash only inside the dog parks. The city's park rules say animals must be on leashes in city parks (Park Rules, Ordinance Code 614.103 and 614.138). The city notes dogs are allowed in all parks if they are on a leash; the dog parks listed here are its designated off-leash areas (Specialty Parks).
Park hours are sunrise to sunset for city parks and the 8 city dog parks (Specialty Parks, Park Rules). Clean up after your dog; the rules require animal waste to be disposed of properly.
Rabies license: $20 a year. Jacksonville dogs, cats and ferrets need annual rabies vaccination and a city license. Free for up to three pets for owners 62 or older or 100% disabled. Late fee $25; replacement tag $6 (License Your Pet, ACPS fee schedule). Residents of Baldwin and the Beaches register with their own municipality.
Hanna Park: pets are permitted in designated areas on a leash eight feet or less, attended and well-behaved at all times (jacksonville.gov: Hanna Park). Entry fee applies.
Huguenot Memorial Park: day-use visitors may not bring dogs. Registered campers' dogs must be leashed and are not allowed in buildings or along shorelines, in or out of vehicles (jacksonville.gov: Huguenot Memorial Park).
Outside Jacksonville (Atlantic Beach, Neptune Beach, Jacksonville Beach, St. Johns County, Orange Park), that city's or county's rules apply. Check the linked park page.
This is a summary, not legal advice. Posted rules at each park take priority. Rules last checked Nov 5, 2026.
